Yes, the MODERN web, the 2025 one.
With the Japan-exclusive NetFront browser for the PS2, and Web Rendering Proxy running on my PC :D
And no, I don't speak Japanese (though I did try to learn in high school) xD
But I figured out how to navigate the menus and what they were telling me
