They have to be doing it on purpose, picking not only the worst music possible, but the most boring music possible as well. A powerful combination to sedate the customers and employees. 
A curated playlist that loops every six hours, 95% of the tracks played include the aforementioned sedation music, with a minor 5% of music being real. I'm unsure why they use real music on occasion, maybe to stimulate your mind to continue your tasks, be it buying or working.
