newgrounds was made in the 90s. it has a lot of cool animations and games and is active even nowadays!
there's neocities too but this is a site that you can use to make your own personal site... (you can use it to blog, post your art, etc. you can also just stay logged off if you don't know how to code, and just look at other people's cool websites)
