YES u can ! Sadly not using the regular internet browser, meaning that u have 2 mod ur console, or use an exploit 2 launch the homebrew launcher app, but on which app does it works ?? And the answer is... NetSurf 3ds ! (Gamebrew link)
Well okay it works, but how does it looks ? Uhm, i cant say its bad BUT its really ugly, u can see the basic info though, and 4 a 3ds i found it cool ! Heres some screenshots i took using Snickerstream (on second thought i could have just took screenshots from rosalina, but hey let me b dumb)
Forgot 2 mention, not everything works, plus the browser use only the bottom screen, so its reallyyy small, i tried 2 go 2 the messages and uhm 
yea didnt work, also tried 2 do an entry on this blog but...
didnt work again, i also tried bulletin, and the weird thing is first time it didnt work, but the second time i tried, it worked, i also saw something else
The time use the epoch method, but 4 some reason it displayz the number instead of the date, i didnt show it but if i click on it, it show the date on the bottom left, but i think this is netsurf's fault
gifs isnt displayed correctly as the text but still readable imo
although theres some issuez, theres thingz that works 2 like the info on a profile
