Not a brand but a good website to find legit clothes would be 42lolita they resell taobao brands and while not dirt cheap, there are plenty of dresses under 50 USD. They say they ship to around 80 different countries but it would be best to contact them to see if they ship to Chile!
Getting into the hobby won't be particularly cheap but this is the best way to make it easier on your wallet.
