My theory about bending gravity to make floating machines

Technically if the rules of gravity were twisted and you could change the direction of someone or somethings gravitational pull, its posible to create a floating machine with no propellers, fans, or really anything but the simple laws of gravity and some movement mechanics 

For my example ill be using two people, 1 and 2. 1's gravitational pull is going down, while 2's is going up. If they both stood on eachothers feet, neither would move, effectively flying. If they both took one step in the same direction and their feet landed on eachother, they could move one way, same with the other way. Now lets attach boards to their feet, helping them step in the right spots and not fall. 1 could jump and 2 would fall back to them, same thing the other way. With this logic, we could create floating machines that dont use very much energy.
