Stamps, Buttons, Blinkies, Banners = How to make them

Where/ how do people make these ???

ive literally have been in a stump about this because i want to make super specific graphics but i dont know where to start (besides tumble). can anyone out there in the void shout back some tips? i would really appreciate it
