I feel like this theory is more evidence based than wild conspiracy/it's pretty popular. but this is my first blog, so nothing too crazy lol
Goverments are 100% using animals to spy on people, prime example is Acoustic Kitty. The CIA in 1960's invested 20 million dollars in this project. They basically imbeded a small microphone in an cat's ear canal aswell as a radio transmitter in hopes of it sitting near foreign officals. Unfortunately the cat got run over on it's first test:[ resulting in them canning the project.
But like, I seriously don't think they did, sure nowadays there is probably more effective ways to spy on others, yet animals are super inconspicuous, literally in plain sight and with modern times there is likely less invasive ways to inbed tech within an animal without causing long term harm. If not CIA, there is defintely other goverments using this method with how effective this could be. I mean, who bats an eye near a cat, or dog? not impossible to train, and stealthy. Though one animal would be great for this, a pigeon. Pigeons have already been used to 'spy', they've been domesticated and bred to be trained easily(justice for pigeons) and they're extremely common, the stigma around them currently are negative and labeled as 'dumb' so them being in a building? doesn't raise questions. overall 10/10 Great spies!
lol thanks for reading - p.s this is for fun I promise i'm not crazy <3
