No more layouts?

I'm unsure if im the only one but I was gone for a long time, I used to be an avid layout maker and post a lot of music, but now that im back none of my layouts worked anymore so I had to delete them, some are still up but its mostly for memory sake. I tried making a new layout for myself but it just didnt let me post a new one so i was like "okay, ill try tmrw" and when the day came, still nothing. I've decided to wait for a bit longer and still the same thing, I'm unsure if its like that for everyone or just certain users because of the location or stuff like that (what i mean is how on some webz certain things are locked for people of different places, like on soundcloud how you cant listen to some music because its not avalible in your country)? Does anyone know whats going on or how long its going to be like this. Hope its no bother for yall!

AND just how you were able to before, making a layout without posting it, its not possible now? same thing as music!
