For tattoos u should defintly wear gloves and clean the area ur tattooing first. U should also avoid any areas with only a thin layer of skin, like ur fingers. Also make sure to stretch the part of the skin ur tattoing to get clean lines.

For piercing's, just so you know there's a rlly good tutorial for giving urself piercings on wiki-how. I would say just make sure to wash your hands and the area your piercing. You should also wear gloves.

The most responsible advise I can give you is to not do it, so much can go wrong. The next best advise I can give you (because most people will do it anyway) is to make sure it's as clean as possible, make sure all needles and jewellery are steralised to avoid infection. After that you should read as much about it and watch as many tutorials as you can. The more information you have the better you will be at doing it. I would say with piercings, don't pierce cartalidge unless you've actually bought specialised needles to do so, it you don't do it properly it's easy to get terrible results. Also stick and poke tattoos are permenant, a surprising number of people I went to school with didn't know this
