My neighbor is a pedophile

Don't you have that one person you just want to rip apart, cook, and eat? For me it's this old fart that moved into my neighbourhood last year. This dude is creepy af. I don't get why people feel sympathy for him. Sure, his right leg is paralyzed but that dosen't stop him from looking at random people's asses. He used to be a womanizer in his twenties and moved to his his sister (my neighbour)'s place after his wife (who was 12 YEARS YOUNGER THAN HIM) died. You'd think a man who isn't able to walk properly can't chase after women but believe me when I say that this dude does. And it's not just women either. He targets little boys as well. Last week I caught him making pervert eyes at my brother who is 4 FUCKING YEARS OLD FOR GOD'S SAKE. And on top of that, my cousins visits us everyday with her mother cause they live nearby. And yesterday when my younger cousin (6 years old) was playing with my brother outside my freaky neighbour blessed them with his presence and tried to touch my cousin's privates. Thankfully I was able to come out of the house at the right time but I sometimes wonder what would've happened if I didn't. I swear, one day I WILL pry that creep's eyes out of his skull and chop both his arms off with a cleaver.
