STEP 1: GRAB SOME TEMPLATES
I always get mine off of Tumblr, but if you don't have Tumblr, here's some free ones:

STEP 2: UPLOAD THE BLINKIE IMAGE INTO CAPCUT
OPTIONAL STEP 2.5: ADD SOME PICTURES !
STEP 3: ADD TEXT TO FIT INSIDE THE BLINKIE, THEN EXPORT!
NOTE: IT'LL BE MUCH BIGGER WHEN EXPORTED. :( IDK HOW TO FIX IT
STEP 4: UPLOAD YOUR IMAGE INTO AN IMAGE HOSTING WEBSITE
My recommendations are catbox.moe and imgbb !
To add the blinkie, use: <img src="IMAGEURLHERE"/>
AND YOU'RE DONE! ENJOY ^_^

OH FORGOT TO MENTION, YOU CAN PROBABLY DO THIS WITH STAMPS TOO! I HAVEN'T TRIED FOR MYSELF, BUT MOST LIKELY IT'LL BE THE SAME PROCESS AS THIS ^_^
