I mostly got them by browsing neocities and tumblr! :-)
You can try googling "neocities graphics" and you'll see a bunch of independent websites sharing graphics!
And if you use tumblr I recommend browsing the #web graphics tag.
It's a bit time consuming but super worth it in the long run! I've been collecting graphics for months and have so much stuff rn
