give me a fashion advice

i really wanna be one of those girls who just looks good and looks like themsellves when they wear their own style and they look good. i want my outfit and overall image to be like my layout like cutesy and colorful so what im. asking is what should i do to reach that. like i live in a small town wheres they barely anything. should i thrift more and sew and upcycle them to fit more my image if do how should i do it and do i add like jewelry and extra things. or maybe i want like a lil whimsical not colorful but fun yk
