So this actually happened two days ago. I had just gotten my laptop and because I wanted to I installed Linux (specifically Ubuntu, I'm actually using it right now) and upon finishing the setup the trackpad stopped working (thankfully I have a mouse). Later I booted back into windows, where the trackpad worked and guess what! Nothing it refused to work on windows 10
To be clear, I'm not mad. Actually I find it comical to say the least

I believe you're thinking of VimOS that is a Linux based text editor and doesn't have a GUI but rather a CUI
Or maybe the terminal which most Linux users know a bit about but is optional
TL;DR Yes Ubuntu has a GUI
