turns out that despite the scenario requirements being met, all animals were happy enough, and exhibits met the number too, i wasnt winning because there was too many guests. so i just blocked off the guests view to the animals with solid concrete. animals were still happy and exhibits were fine!

guests were literally paying to come in and stare at walls and go home. maybe buy a hot dog while they were here LOL
