Revise the rules, and in general the whole system of penalties, rules, appeals

Spacehey still doesn't have properly described rules, and even after blocking accounts people don't get a reason. It is worth revising all this, and preferably relax the rules, or some limits on banning.

Even in the pretty tolerant roblox the rules are clearer and more objective, but nobody does it here.

I love spacehey and want to make it better
