Can't change my pfp

Hi my name is Ditzy I haven't logged on in 7months I'm editing my profile

Can someone answer some questions 

1: where are half the layouts all the good ones are gone

And now just random

2:I can't change my pfp because the second I do it takes it off

3: seriously where did all the cool stuff go
