how to start a Lore

so i have that Lore stuck in my head since i'm like 12 and that i keep alimentating from time to time

i'm simply writing stuff , but i don't know really how to make that universe a living place.

i was thinking about maybe creating a sort of fake website of the main political entity in that universe , the CISA (Consious and Inteligent Speicies Allience) with how the CISA is organised , etc and hiden acces to reports about the ongoing civil war in that CISA.

any other ideas ? my plan is also to enable people to write about that universe too , so it really feel massive like it is canonicly.
