Any pretty digicam recs?

Hi! I've recently been thinking of getting a digicam, but i'm not sure what would be good and easy to use for a beginner.. I was hoping for something that would give a dreamy and/or milky type of layer to the pictures. Also this is my first blog!! i'm a bit embarrassed to post for the first time here but yeahh..
