go to imgbb, upload a photo, press "viewer link" and switch to "thumbnail linked", copy the code, go to your blog or bulletin and press the arrows on the top left of the text that look like < > and paste. make sure to press it again, and its gonna turn into an eye so click that. and delete any unwanted text it mightve included
