is it possible to change tha background colour of a blog??

ik how to change the colour of text and make it bold or italian like this

wait italic lol not italian.

also theres the upload photo icon but will the photo be addes as background/ can i write over it or is it just there??

You can add a layout to a blog post by pressing the View HTML button in the post editor and adding the tag at the bottom with whatever CSS properties you'd like.
