Malicious? app by #Microsoft themselves

The article says this app by #Microsoft acts similar to malware but it sounds like malware to me. That's really bad for Microsoft who is supposed to protect your computer from malware to put out this crap. I mean can you really honestly say that this app's behavior is not malicious??
