If you wanna get a layout someone else already made, check out the Layouts page, and paste the code either in the HTML/CSS code area or About Me when editing your profile.
If you wanna make a layout on your own, CSS is used for it, so look up some tutorials or property explanations, and go from there! Hope this helps. :-)
