this weird old image

So Evinary made a post about this image and I haven't been able to find ANYTHING about this image, so if you have anything, please, PLEASE tell me or Evinary. I looked around google, though it's not the most reliable when it comes to this type of thing. There doesn't seem to be anything other than its source on Noemata.net, the link you can see on the OP, it's unfortunate I can't help more. 

The website just seems to be a collection of images, no names, no sources, nothing. Might be from the 70s to 00s, most likely closer to the latter. Most of the images listed have titles, but this just has 23_189.jpg. The website is still active, most of it in the year it was posted was in German and English from what I've seen.
