Idk if this is a real character from a real show

Dude, like for some reason I keep remembering this girl character, the only thing I remember is that she was from some type of anime show on Cartoon Network, had a living blue bear beanie, and could stretch out her tongue like that frog girl from MHA. 

IDK if it was a real show or just some random dream I had when I was young. Like I been having this character from the back of my head and I tried looking but nothing, so I think its some fake memory I had. I feel crazy talking about it.
