as you guys can see in this image, i was able to get a pretty nice look for win11. i firstly edited my own wallpaper so it was like...sorting my app icons in some way. so yeah these popup frames are just part of the background. i made it custom for me. thats why. but yeah despite my background you can basically do the exact same. 
Creating a Wallpaper isnt hard. for example i just used a old photo of a field i made and put the following Sticker on the screen: The Win-popup Sticker: ( just copy graphic and paste to and edit in paint3d)

i actually wrote a little bit more but it did not fit on the post, so i will mention it here: you can change Application symbolds, souch as file and folder icons by right clicking them and go to "Properties" so you can change icon. There are a view old looking ones. i just used whatever looked nostalgic and cool idk, not even considering if it still means the right thing. i just thought i use what fits to an app, depending on the colour sheme of a icon. idk but i guess i can do that without getting conused. because i mean, the name is still there, whatever. thats how u do that. here is a video from yt i once saw:
