why i cant post layouts?

I tried to publish a design but it appears that they are temporarily unavailable, anyone know why? (I haven't logged like in 2 months btw)

a particular user (i wont name because theyre an attention-seeker) decided to go out of their way to post gore for several days in a row despite multiple warns, deletions of their layouts and like 2-3 bans? idk the full story but they just would not stop so spacehey decided to render layout-posting defunct for now. not sure when theyll be back up.

im a little relieved cuz im tired of people posting music and not actual layouts
