I personally used photoshop. If you click on windows you can open timeline and make frame by frame animations, then export as a gif

my method is download a template from somewhere, crop an image/gif to the same size as the template, put the image here https://ezgif.com/overlay , put the template on top. and from there you can add text, effects, whatever
