The moon? The ocean?

I was watching a video about Despicable Me, and this guy said, "stealing the moon would affect the oceans!!1!11!" and he got me thinking, HOW DOES THE MOOD AFFECT THE OCEANS!?

Is the moon literally PULLING THE WATER TOWARDS IT WITH ITS GRAVITATIONAL FORcE!?!?!?! Is the moon actively decreasing the earth's gravitational pull?? I don't get it guyds.......

also I could search it up... but like... why would i waste my time doing that heh..
