I copy the character on another layer on ibisPaint then blur it, then there's a glitch filter that I press a bunch and use the chome filter on top!!! thank you for asking!!! <33
I used to make edits like this for peoples' senior photos using GIMP back in the day. I'm sure you can find someone who would love to have your work done on theirs ;)
