The joe anon first appeared in a ask they send on June 3rd, 12:32am (EST) which said 

"hi im joe can i be a reoccurring character here pls thx

Joe continued to send asks to @multifandomfrj including things like:

"hi tigerstar 👋

- joe"

"can i vote alan for worst mod please? 🙏

- joe"

"hi penguins 👋 im joe the reoccurring character

- joe"

He did become a reoccurring character, he has made 8 or 9 asks as of 10:46am (EST)  on June 4th. 

As of 12:32am (EST) Joe anon posted their first post on the blog @thejoeanon on tumblr.
