Find a layout you enjoy from someone else and take it apart bit by bit and learn what each thing does. Make edits from there. That's how I learned HTML originally from MS
if you've never done html or css before i recommend checking out some basic tutorials on youtube to get to know the basics. a rly good way to learn isto take a layout you like and mess around with it, start just changing the colours and backgrounds then more complicated stuff like borders, adding images outside of the existing areas, overlays, and try to imitate things you see on other people's profiles that you like. https://tommypanzram.neocities.org/ is a good live layout editor, https://www.w3schools.com/ has tutorials for pretty much anything html/css-wise and if you can't find what you want easily a google search will probably bring up someone who's asked the same thing before. i'm no expert but i can try answer whatever question :)
