i use neocities, but i recommend either neocities or nekoweb if you're just starting out and dont want to buy a domain! if you're brand new to coding i recommend either using nekoweb for their rlly good HTML editor, or downloading a program like Brackets specifically for writing code. i find i prefer nekoweb's editor bc it is simple and straightforward but thats just me ofc.
from there i learned the basics of HTML and CSS coding and then i went from there, learning as i needed stuff for my website! lmk if you have any HTML questions. my favorite resource is W3Schools bc you can see and edit example code, but i also learned by looking at spacehey layout code, other website code, videos, etc etc.

another thing! i use neocities personally bc i can see site stats and stuff like that, which i find rlly nifty. not all website hosting sites offer that so its smthn to note as well!!
