Cut your hair with a razor LOL. People diss it because it's bad for your hair but it's way easier to cut those iconic scene bangs and layers using the og tools they used :3 And keep an open mind when shopping! So many things can be scene. Children's jewelry and accessory sections in stores can have crazy finds. You can also DIY your own jewelry too. Honestly just watch old scene kid videos on youtube!!

I of course understand if you can't have the haircut but i really helps if you do bc it's a quite big part of the whole style and can really make a lot of difference to a quite basic outfit! But if you can't have the hairstyle then another alternative is to buy cheap wigs and practice cutting and styling them.

Goodwills and vintage / second hand stores either online or in person will be your friend, there's a lot of cool stuff on Depop (Some listings can be way over priced so if it feels crazy, don't waste your money) as well as eBay, what I do is look at a bunch of pictures of emo and scene people from like 2009 and just dissect what they're wearing and find those components, because for the most part the components of the outfits are pretty easy to find, the band shirts can be a bit harder as a lot of scene bands aren't super mainstream, but sometimes you can find reprints or originals for a fair price. I use Pinterest to find outfit inspiration. Good luck!

Thrifting is my favorite way to get clothes tbh. It might take a long time and a lot of trips to different stores, but you can find a lot of good stuff. You can also never go wrong with simple kandi (pony bead bracelets). Etsy, eBay, and depop can get expensive but they have more specific stuff like older band shirts for example
