I use https://kleki.com/ to make stamps.
I use this template, but there's more @ https://collection.ju.mp/#templates.
import your stamp template, then import a image as a layer.
then take your image and make it fit into the template

I use EZ gif to make stamps that are gifs.
first I import a image
then I resize it relatively to fit the stamp (this part is the hardest)
then I go to overlay and extend the canvas size, and put the stamp template as the overlay. I move the stamp to fit around the image
then I crop the extra room around the stamp

it took me a while to find out these methods, but after I got the hang of it, it was easy.

i make mine in ms paint, quick and easy, but ig the images don't scale great every time. i'm blaming my tiny stamp size
