weird pedo in my neighborhood. (rant)

idek how to start this off, but one of neighbors had his uncle come stay with him, and ever since hes been here, hes been on some weird shit. (we'll call my neighbor's uncle "tom")

FIRST ENCOUNTER:

the first time i had saw this dude he was hanging around some 14 year old girl who lives around me.. but tom is like 25-26..

after he got done talking to her, i went up to the girl and started talking to her, asking her why he was talking to her, and apparently he was hitting on her.. fucking weirdo 

SECOND ENCOUNTER:

about a day after the first encounter, i was smoking some weed with my friends on my back porch, when tom comes up to us and ask to join us, now keep in mind that my friends are like 13-15, but we oblige cuz we dont really care, but we soon realize that hes still on some weird shit.

this man takes these sharp ass inhales of the joints, which quickly gives me crackhead vibes. (i used to hang around crack users and they would always inhale sharply when using pipes), he also started gritting his teeth after hitting it, which bugged me out even more.

but like always, i dont care that much, and we keep smoking.

after like 10 minutes the joint burns out, and this man tom instantly starts feining, and starts bugging my friends to go get some wraps to roll some more weed up, my friend ran out of wraps, but this man keeps fucking bugging him about it.

i say whatever, and i yell at my moms window (politely) for her to toss down some more wraps.

my mom peaks her head out the window, and tosses them down.

.. you wanna know what this fuckhead says?

"yo bro is your mom single?"

.. really?? are you actually serious? you wanna know if my mom is single? shes not, but even if she was, i would NEVER let your bum ass around her.

but in the moment, i didn't say anything, and i just awkwardly laugh it off, but the vibes were already ruined, and after we smoke the last joint, we all head in, as we do, i message my friends to ask them if they felt off around tom, and they all agreed.

what the fuck do i do? I need this jackass out my hood, me and my friends are already plotting some shit so we can go beat his ass, but i dont even wanna bring it to that point.
