Literally just make it so that you can't set an avatar or use image links until you've existed for 24 hours (so you fall off of new people.) That's the proposal.

Yeah, that'd be a pretty easy fix, though it still doesn't fix the issue when browsing profiles. That's a harder one to mitigate, but keeping them out of people's front page is a big step in the right direction.
I think it does since it attacks the reason for gore profiles. They're not making the profiles because they wanna make gore profiles, they wanna make them to shock people. if if you have to go digging through profile searches and they have to remember to like, wait the 24 hours then be active in forums or w/e for the profiles then that's too much work for it to be worth it?

From a practical point of view all I think this needs to mean is:
Disable avatar uploading
Disable
Disable url() values in stylesheets
I think that'd cover it all?
