Ight people already provided info on how to make the website display stuff so let me inform you on how you get it up to begin with.
First you'll need a server or a server host. This just means a computer to run all the time or however often you want it to be up. You can get any personal computer to do that, but not all operating systems will let you set that up. Linux is generally leniant here, and what you can't do out of the box, you can set up manually, but on windows you'll need the server editions. Alternatively you can get a remote host that will handle the machines for you, generally for a fee.
Secondly the domain name - aka the thing you put into the browser to connect to the site. All you can do on your own is to have it run with nothing but your chosen computers IP - which by the way will also have to be static, which also means you might have to concact your internet provider. The way you get the domain is simple - you buy it. And then you pay for it yearly, unless you find someone to hand one out for free, but that's rare and will usually cintain their own plug to get others to spend money. Alternatively the hosts from earlier are actually more likely to get you a domain as well if they are giving you free hosting, like Neocities for instance, since it's actually easier to do it this way logistically. Either way there's really not going around others here. You need someone to get you into the depositories of most common domain servers. Each computer generally connects to a domain server as part of set up, be it automatic or manual. Ususally the main address being 8.8.8.8 and backup being 8.8.4.4, both being the property of Alphabet aka. the Google company. Those take the IP of your machine and redirect anyone using your domain to it, which is why the IP needs to always remain the same.

A good play to practice on is neocities, You can make your own thing and I can even give you some places to show you how to code if you need that! I don't fully know how to do it either but I know some good places to start ^^
