how do make new friends

so today a new girl came into class and shes so pretty and so cool, she likes mlp and metal, and id love to get to know her better but i actually have no idea how to make friends and i might be allergic to small talk. like legit i cannot remember how i made friends previously. i think i just lost all my social skills after 2020. like i have 2 friends. idk what makes someone a friend, and the last time i made a friend was like over a year ago and that was because they came up to me. but i have no idea how to get to know this girl. also being irl friends with anyone new kinda scares me a little, because ive only had like a handfull of good irl friends in my whole life.
