abused kids in psych ward/orphanage thing

me and my family hung out since we were going to ride some karts and have fun (and we did), but when leaving we found ourselves to a psych ward/orphanage, where children that "started running amok" pretty much were beaten up and abused. I remember you could adopt the children, and there were many families visiting, and I remember that I was mean to this kid because hey, biting is not nice. But then I felt so bad because the kid got beaten up for his behavior and I got to his closet (these kids slept in closets) where he was shaking so much, almost having an epileptic attack, where I told him: "I'm sorry, but when I'll be old enough I'll adopt you and I'll become your new mom, and you won't be enduring any of this anymore." (im a guy btw) and after this we were supposed to leave, since visiting time was over. But the doors were locked, almost if their plan was to trap us from the beginning, but someone left the keys in the door lock so we managed to escape.
