I would recommend setting up an account at ImgBB. After switching to your preferred settings, upload the gif or picture, selecting from the drop down menu the "HTML Image" link.
In your blog or bulletin, click the "<>" button in the corner of your editing tab, which will switch it to an eye. Paste the "HTML Image" code into your post, then press the eye once more, and your gif or image should now load within the post.
