I'm trying to figure out who perty is. They are a vocaloid/virtual singer yea I know but they are almost friends with everyone on this site/app, which idk why she's friending everyone, and I'm not trying to be rude but it's kinda weird that you wanna be friends with everyone on this site/app I just wanted to ask not trying to be rude.

It's the classic myspace way of gaining any kind of following. Usually people just friend anyone they find cool. These kinds of accounts just do it so they can advertise their content.
Wacky Alex also did the same thing, but the difference is that he is like- an actual dude who doesn't fake anything. He advertises his goofy clown radio and that's the end of it. You don't find out about his radio station because he pretends to like you, you find it because he tells you and you like funny clowns! The same goes for a lot of indie bands on spacehey.
Might be bias since it's recent, but I can't really stand completely "in character" advertising like just saying hi to someone after a friend request. It just feels a little scummy. That's why I can't really stand Perty. I bet the person behind it is a good person and all, but fuck me, I ain't gonna lie, it's really annoying to see someone essentially attempt to make parasocial relationships with kids on spacehey to advertise some...idk, vtuber thing?
See that? I never even checked it because it doesn't interest me. Not just because it's not my niche, but because I honestly rather he honestly told "WATCH MY SHIT" than for it to be very obviously hidden in plain conversation.
