They usually can be found on DeviantArt, where they had the most use.
Or you can create your own stamps using a template (that can also be found on DA).
Blinkies and banners are all over the internet. See if Pinterest can help you find useful links.
Or Tumblr. Tumblr usually has individual blinkies and favicons.
