I cant figure this out..

I'm trying to figure out what that thing wanted. Maybe it isn't out to hurt us? So far it hasn't done more then tug my skirt, it reaches out to touch us but maybe it's end goal is not to harm us at all. Think about it, if it's goal is to lure prey in then why use a cypher?
