Well, that depends on how you define book.
As a series of bound papers containing a written narrative, no, but simply as a narrative that is portrayed textually and requires the consumer of the media to read it - I'd say that most fanfictions could be considered novelettes under that definition.
Though, I don't really read fanfiction, so I may be mistaken.
