stamps (from my understanding) came from deviantart! they're just typically 99px by 55px images that often display ones interests/a inside joke/just anything really.
i have no idea where blinkies originated from xD they're oftentimes gifs with blinking lights (name is quite literal) that display just about anything! phrases usually, but character based ones and otherwise are also common. they're both page decoration, essentially!
