Improving your looks is really vague advice and you don't want to just attract shallow people. Present yourself in a confident manner that attracts the sort of people you seek connections with. For example, I have a lot of nerdy badges on my clothes so I tend to end up discussing things like Dr Who with new people because they can see I like it.
You should also just build the confidence to approach people. Try going to a club or activity, it become easier to talk to people when you're all doing an activity together. A book club (if you like that kind of thing) or similar is a good place to start
Personally, I've found people can tell when you're insecure / nervous, and although it can be harsh or unfair, this might be a factor that can make people avoid you, especially if you need the other person to approach first. So although it's cliche, you DO need to build confidence and social skills. Personally, I done this slowly, and my main thing was complementing people, I always found that's a good way to either start a conversation or at first, just learn to muster up the courage to talk to people. Then if you keep at it, it'll slowly become easier even if it's difficult at first.
Once you're able to do this, people might start to approach you more naturally because you may give off a more open vibe, yk?
Otherwise, for being seen as 'desirable', honestly just stay hygienic, look into what colours suit you & hairstyles, and try not be overly negative as that can make people avoid you.

for the colours, you can test online or manually, it's based on the 'undertone' of your skin:
So if your veins are blue / purple mainly, you're a 'cool' tone Or if your veins are more green, you're a 'warm' tone
And then you just look up your features, like hair and eye colour and you find what 'season' you are ( like 'winters' are high contrast features ) and then you get a colour palette of what suits you best <33
