Baird & HBO's "Dealing Dogs" EXPOSE Documentary, I talk about, The UNSOLVED And SOLVED True Crime Case daily stories of the animal research laboratories and the dog dealers that provide dogs to these industries, I talk to you about, HBO America Undercover aired “Dealing Dogs,” a documentary on Last Chance For Animals undercover investigation into C.C. Baird. As a result, millions of Americans became aware of the horrors of the pet theft trade and that companion animals otherwise known as pets are ending up in inhumane animal research testing facilities, Dogs used in research come from Class A dealers, who breed dogs specifically for research, and Class B dealers, who obtain dogs from other sources. Class B Also known as random source dealers, these dealers buy and sell abandoned or unwanted animals and even stolen pets off the street,  In early 2002, a last chance for animals undercover animal advocate investigator infiltrated chester's Martin Creek Kennel in Williford, Arkansas and acquired over 70 hours of video surveillance detailing an overwhelming amount of animal cruelty, abuse, neglect, and unsanitary conditions. The documentation gathered during the undercover investigation was handed over to the U.S. Attorney's Office, which resulted in the largest multi-agency (federal, state, and local) investigation of animal abuse in U.S. history. As a result, Martin Creek Kennel was raided at dawn on August 27, 2003. 


During the raid, 125 dogs and 1 cat were removed from chester's premises, As a result of the raid, chester, the largest and most notorious USDA licensed Class “B” animal dealer, was officially charged with hundreds of violations of the Animal Welfare Act on March 11, 2004. These charges included mistreatment of animals, inadequate veterinary care, and improper housing. This civil case was settled out of court in January 2005, The USDA issued Class “B” licenses of C.C. Baird and daughter, Jeanette, were PERMANENTLY REVOKED, The USDA issued Class “A” licenses of his wife, Patsy, and daughter Patricia, were PERMANENTLY REVOKED, Baird and his wife were required to pay a civil penalty of $250,000, chester was personally assessed an additional civil penalty of $12,700, The combined $262,700 penalties represent the largest civil penalty ever assessed and paid in an Animal Welfare Act case, A 5-year probation including a penalty of $250,000 if any he is caught engaging in any activities under which their licenses were revoke, Separate from his civil case, Baird was also federally charged with conspiracy to money launder money to which he pleaded guilty on August 30, 2005. Baird's guilty plea stemmed from his monetary transactions in criminally derived property (dogs and cats) to research facilities! C.C. Baird consented to an on-camera interview initiated by last chance for animals President Chris DeRose regarding the theft of companion animals for medical research. chester's interview provided incriminating evidence against the entire "B" dealer system and the USDA. Baird’s interview is part of the LCA documentary titled, “The Case Against ‘B’ Dealers.” The documentary includes Baird’s interview and interviews with other USDA licensed "B" dealers and documents the failure of the USDA/APHIS to enforce the Animal Welfare Act to protect America's companion animals from ending up in research laboratories, ETC!!!

Many dog owners view their dogs as members of their family; a 2020 study found that the loss of a pet can have a similar emotional impact to the loss of a loved one. and around 15% of the dog thefts included some form of force, such as breaking into a property. The vast majority of incidents – 74% – involved the theft of a single animal, and these were usually small dogs. According to the American Kennel Club, Certain breeds of dogs make more attractive targets; they’re relatively small, and they tend to sell for higher prices than other breeds. About 68% of the thefts happened during the day, When the dog theft happened outside, the dogs were usually snatched from people’s front yards, where the pets could be seen from the street. There are several reasons why someone might steal a dog. Some people do it to simply make a quick buck – a practice known as pet flipping Others have grander visions, targeting highly valued purebreeds to start a breeding operation. Then there are those who steal pets for dog fighting rings , while some thieves simply want a dog for themselves and don’t want to pay for one or go through the process of adoption from a shelter or a pet store or a more More ominous reason could be stealing dogs for animal testing to sell or for the dog meat industry, Recent reports indicate that pet theft is on the rise. One clear indicator is an increase in the number of social media posts detailing lost or stolen pets, ETC!!!

The First B Dealer To Ever Have His License Revoked, Ervin Stebane ran Circle S Ranch, located in Kaukauna, Wisconsin since the 1950’s. Charges of animal cruelty at the Circle S Ranch date back at least to 1960 and In 1986, a series of newspaper articles offered eyewitness accounts from former employees who described how Stebane routinely did these crimes. Stebane collected dogs from people who placed “free to good home” ads! The stories were so shocking that Toby Roth, a U.S. Congressman from the district, requested a federal investigation into Circle S Ranch. The USDA took no action despite numerous reports and the fact that its own inspectors found dozens of violations of animal welfare act Local activists had already contacted the Circle S Ranch to ask about getting fresh dog meat, and Stebane quoted his current prices to them - $75 for a big dog, $50 for a medium-size dog, and $25 for a small dog. The police and animal control authorities raided Circle S Ranch. They arrested him and collected about 12 dogs. The authorities left approximately 140 dogs in the barn and a smaller building. The next day, LCA’s SIU team persuaded police and animal control to let local humane organizations rescue the remaining dogs. Some dogs were identified and eventually reunited with their owners, the rest were placed in new homes, Stebane was charged  The hearing took place on August 6, 1994. Stebane was the first B dealer ever to have his license permanently revoked. Although Stebane never went to jail, he was out of business for good, ETC!!!

in 1988 when a woman, ‘Jane,’ came to LCA pleading for help. She had placed a “free to good home” ad in her local paper for a spaniel she could no longer keep. A clean-cut, friendly man answered her ad. Steve’s real name was Ralph Jacobsen, known in the wholesale animal business as a “Buncher” – someone who obtains animals, often dubiously, to sell to USDA licensed B Dealers, who then sell the animals to research laboratories, Soon LCA’s Special Investigations Unit (SIU) identified the B Dealers as Barbara Ruggiero and Frederick Spero. They tracked them to desolate, impoverished Sun Valley. There, hidden in Comfy Kennels and Budget Boarding, were 55 stolen animals. LCA later discovered that this trio had stolen over 140 animals in the few months they had been in business. Working undercover, the SIU gained entry to the kennels and took photos of each animal in its cage. Some of the animals were already wearing the brass USDA tags marking them for shipment to laboratories. Acting on LCA’s evidence the Los Angeles Department of Animal Regulation (LADAR) shut down Comfy Kennels and Budget Boarding. The animals were removed from both kennels and impounded at East Valley Shelter pending the investigation’s conclusion, 78 pets had already been sold to three laboratories, Cedars-Sinai Medical Center, Loma Linda University, and Veterans Administration Sepulveda. Ron Wise, spokesman for Cedars-Sinai, said “We are not prepared and we are not going to turn over any more information. We refuse to cooperate any more on this deal. We did not have to cooperate as much as we have. We purchased the dogs from a licensed dealer. If there was any problem, it was with the dealer not with Cedars.” Owners had 48 hours to identify and reclaim their dogs from the photos or experimentation would resume. LCA refused to accept this and negotiations continued throughout the day. With continued media interest and under pressure from LCA and the public, Cedars-Sinai relinquished 6 dogs who were reunited with grateful owners, The survival statistics were grim. Cedars-Sinai received 31 dogs. Only 6 were still alive. On August 9, 1991, Barbara Ruggiero, Fredrick Spero, and Ralph Jacobsen were convicted in Superior Court of felony grand theft of dogs and conspiracy, Judge Schacter called Ruggiero "the personification of evil." He also said the trio was "greedy, insensitive, and deceitful." ETC!!!
