The individual argued for a uniform legal age across different countries, particularly for substances like alcohol and cannabis. They pointed out that the biological development of a teenager’s brain is not fundamentally different from one country to another. Therefore, they argued, the legal age for substance use should be the same.

They also highlighted the fact that many young people have access to these substances through older friends or acquaintances, regardless of the legal age. “Most 18-year-olds know people in their 20s that can get it for them, especially once they reach college,” they said.
